Pass Keto configuration files explicitly

Ory Keto Permissions no longer loads ~/keto.yml automatically. Without --config, it uses configuration defaults and environment variables.

If you rely on the default file, add --config "$HOME/keto.yml" to your commands, for example keto serve --config "$HOME/keto.yml".
